I am rocking out to the awesome Tortured Souls mod and Boots of The Forgotten Ones (BOOTFOR.ITM) says in the description to grant one spell (cleric/druid) from levels 5-8. There is an effect to add an eighth level spell in the item file but you may just want to edit the description.
Always a great mod to play!
