I open this door an inside are 4-5 characters all ready to kill me, it's just north of the Thieves guild. Is this part of TS or Baldurdash?

Well, I enter to this house. It was empty but then Thugs appear and they were red. Thugs always hunting your party through Athkatla. May be, in yuor case there were Thugs too?
