Should I be able to travel to Ulcaster at any time and any place after I get out of Irenicus' dungeon?

I will check those values, but will have to post later as I am at work.
I have tried traveling from inside the city, but I dont know if I specifically tried to travel from the city gates. I have also traveled to a location outside of the city and then tried to go to Ulcaster. Neither worked. Are you saying that I have to go to the city gates and travel from there for Ulcaster to be available? |
