Is this an item restricted to warrior classes only, or can anybody use them?

As its description says, only Thieves and Mages are excluded. Of course, Kensai and Wizardslayer can't use it either.

Also, high level thieves can use them via the Use Any Item ability.

Good, it would appear Bards can use them.
