I finished BGT BG1 portion of my game
 , and I decided to do a reinstall just for the BG2 portion since there have been updates. I am not going to install BGT, and I read that Tortured Souls works, and Improved Anvil is suggested for NEJ. Is there any other suggested tweaks or NPCs I can add?

I am not sure I understand what you are going to reinstall. In fact, you cannot reinstall the game on the fly. BGT + mods is one installation, and BG2 + mods is another installatrion. In any case, you should reinstall everything from scratch and start a new game.
