I'm guessing this horse has already been beaten pretty soundly, but IM(NS)HO compatibility will be increased by splitting the content into 2 mods as the tactics portion will likely require more frequent updates or could be definitively listed as pre or post BP-BGT installation.

If you want to play the tactical portion of the mod and don't want the item upgrades, just ignore the items. There is no need to have it as a separate component for installation. But if you want to use the new items without having the tactics, it is cheese (if not cheat) and it is not even possible for reasons explained below. (Do you really want to make an easy game even easier by using the new items without having the tactical challenges?)

The tactics and the item upgrade portions of the mod depend on each other and cannot be separated without decreasing the overall quality of the mod. Here are some examples of their dependence:

1- The existence of some of the new items are only justified (story-wise) with the existence of some of the enhanced enemies.

2- Some of the enhanced enemies rebalance specific battles after addition of some of the powerful new items which have specific applications.

3- Making some of the new items requires new components which have been claimed to be hard-to-attain. These new components are in possession of enemies. Without the tactics portion of the mod, the claim that the components are hard-to-attain will not make sense and the powerful items will be fabricated too early and too easily in the game.

Cheating is not confined to using external software or the console commands. Abusing the flaws and limitations of the game engine to do something that a human Dungeon Master would not accept or allow is cheating.
