They are generally obtained from powerful enemies; there are a couple you can get in such a way in Ch 2/3. How much xp does your party have? Maybe you just haven't tried those quests yet.
You might like to try pickpocketing people in Athkatla, some of them have useful items. If you want more specific hints send me or Sikret a PM. |
